Mandate

The mandate of the Directorate is to regulate, develop and promote Miraa, Pyrethrum, Fibre and Other Industrial crops sub-sectors in Kenya.

The Directorate draws its mandate from the Agriculture and Food Authority Act No. 13 of 2013 and the Crops Act No. 16 of 2013.

The functions of the Directorate are:

  • Promote best practices in production, processing, regulation, marketing, grading, storage, collection and transportation of miraa, pyrethrum, fibre and other industrial crops;
  • Collect and collate data, maintain a database on miraa, pyrethrum, fibre and other industrial crops;
  • Formulate general and specific policies and guidelines for the development of miraa, pyrethrum, fibre and other industrial crops as stipulated in the first schedule of the Crops Act 2013;
  • Facilitate marketing and distribution of miraa, pyrethrum, fibre and other industrial crops produce and products;
  • Build the capacities of extension service providers for farmers’ training programs aimed at increasing their knowledge on production technologies and on market potentials and prospects for miraa, pyrethrum, fibre crops and other industrial crops through farmer training institutions;
  • Establish and enhance compliance to standards in grading, sampling and inspection, tests and analysis, specifications, units of measurement, code of practice and packaging, preservation, conservation and transportation of miraa, pyrethrum, fibre crops and other industrial crops;
  • Promote and advise on strategies for value addition for miraa, pyrethrum, fibre and other industrial crops;
  • Recommend and register general industry agreements for miraa, pyrethrum, fibre and other industrial crops value chain actors.
  • In collaboration with processors and the County Governments, promote the establishment of buying and collection centres for miraa, pyrethrum, fibre and other industrial crops in viable areas.
  • Establish linkages with various government agencies and private research institutions to conduct studies and research designed to promote the production, marketing and processing of miraa, pyrethrum, fibre  and other industrial crops
  • Establish experimental stations and seed farms for the development of varieties suitable to the agro-climatic conditions of the area and markets that will provide the greatest value added to miraa, pyrethrum, fibre and other industrial crops;
  • Devise and maintain a system for regularly obtaining information on current and future production, prices and movement in trade, to determine and effect a balanced distribution of miraa, pyrethrum, fibre  and other industrial crops by means of inter-trading or intra-trading among the value chain actors;
